It authorized the construction of a 7 room, wood frame dwelling, at a cost of $4,300. The plumbing permit was issued to Parsons on 25 April 1913, so construction was probably finished by then. Residential building plans show an inset partial width front verandah with front facing steps. There is an octagonal bay on right front, and box bays on both sides of house. There is a box bay on the back of the house facing the Cecelia Ravine.
Edward Parsons was an accountant with Lee & Fraser, realtors; his office was located at 1222 Broad Street. Before moving into this handsome new residence he was living at 501 Gorge Road East. He and his family were enumerated there in 1911. The 34 year old accountant was born in England in July 1876 and came to Canada in 1903. His wife, Florence M. Parsons, was 28 years old. She was born in England and immigrated to Canada in 1897. Their daughter, four year old Dorothy M. Parsons, was born in BC in May 1907. The Parsons were Methodists.
It is interesting to note that Clarence B. Deaville was living at 507 Gorge Road East when the census was taken in June 1911. He and Parsons were neighbours then and would be neighbours again on Washington Avenue a few years later, when Deaville moved to 3071 Washington Avenue.The two men were probably friends and business associates.
