Building plans for this residence were filed at City Hall on 29 April 1913. The plans show a frame dwelling, with a deep inset half width front porch and octagonal bay on the front of the house. Box bays were also position on the left and right sides of the house. It has gable side dormers and a large tripartite window in the front gable.

This residence replaced a smaller, 1 storey, three-room dwelling that household Frank Neelands had built in 1908.

Frank Neelands was born in Ontario of Irish descent in 1883; his wife, Edith, was born in Ontario of English descent in 1884. When they were enumerated in Victoria in 1911, he was 67 years and she was 66 years old.

Mr. Neelands worked as a printer and pressman for the firm of Sweeney-McConnell on Langley Street. His residence was conveniently close to the No. 10 Burnside streetcar, which stopped at the corner of Burnside Road East and Carroll Street. Downtown, the streetcar stopped at the corner of Yates Street and Government Street, just a short block from Mr. Neelands' workplace.
